Motorists invited to claim for pothole damages

Mbombela - Motorists whose vehicles have been damaged due to potholes in Mpumalanga have been urged to claim for damages from the provincial Public Works, Roads and Transport Department.

Department spokesman David Nkambule advised affected motorists to contact the department's regional offices in order to lodge their claims.

"Everyone who encountered a problem on our roads should contact our regional offices that are located in the place where the incident took place," said Nkambule.

Nkambule said once applications have been filed, they would be forwarded to the head office where a decision will be made.

He said the department's legal team would first establish the validity of the claims before money can be paid out to claimants.

"If the application is successful, the motorist will be notified about the amount that he or she is going to receive," said Nkambule.

The R40 road is one of the roads that have many potholes. It is considered important to the province's tourism drive because it is one of the roads that tourists are when driving to the world renowned Kruger National Park.

Pule Mamiane, a motorist from Marite, said his car nearly collided with a taxi that was trying to avoid a huge pothole in the middle of the road on the R40.

"The taxi was coming from White River heading towards Hazyview. It tried to avoid a pothole when it swerved and drove on the wrong lane meant for oncoming traffic. As I was trying to avoid the vehicle, my car lost control and entered into the nearby bushes," said Mamiane.

Mamiane said he and the taxi driver, whose taxi had also ploughed into the bushes, nearly traded blows over the incident.

"We started a huge argument and accused each other of bad driving. After a few minutes we stopped fighting as we realised that none of us was responsible for the damaged road," he said.

The national government has announced a R22 billion budget over the next three years on a countrywide pothole repair programme that is expected to create 70 000 jobs in its first year.

However, Nkambule could not say how much the department had budgeted for the claims. He only added that the budget would also be used in repairing potholes to avoid further damage to vehicles.

"We are currently assessing all our roads in order to establish a way forward and know the amount we need to spend for the repairs. The assessment will also help us to know the duration needed to complete the project," said Nkambule. - BuaNews

CT gets new wellness centre for truck drivers

Pretoria - The fight against HIV and Aids is expected to move into a new gear when Health Minister Dr Aaron Motsoaledi launches a Trucking Wellness Centre at Epping in Cape Town this evening.

Based along the busy truck route in Epping, the centre will provide health and wellness programmes including counselling, HIV testing and condom distribution to truck drivers using the route.

Dr Motsoaledi said the services will also be extended to women and young girls who may be at risk of getting sexually transmitted infections and all services will be provided after hours in a confidential setting to secure the dignity of the user.

He said the department is fully aware of the dangers that long distance truck drivers are exposed to as a result of being away from their spouses for longer periods and it becomes important to provide them with primary healthcare services including counselling as part of minimising their risks of getting STIs and HIV, which in turn put their spouses at risk.

"This centre puts us on a new course in the delivery of primary healthcare and prevention of HIV, I commend the South African Business Coalition on HIV and Aids and Mercedes-Benz SA for working with us in this regard," said the minister.

Late last year, Dr Motsoaledi visited India to learn about integrating high-risk groups such as long distance truck drivers among others into HIV and Aids prevention programmes.

"What we saw in India forced us to think much more broadly in our fight against HIV and Aids and rolling out of primary healthcare services."

Dr Motsoaledi has since made a commitment to launch such wellness centres in all major trucking routes throughout the country. - BuaNews

SA to look into speed limit reductions

Pretoria - Energy Minister Dipuo Peters has instructed a team to determine speed limit reductions as a way to save fuel.

"I have instructed my team to determine the level at which a reduction of the speed limit may be necessary," she said, adding that this would be in consultation with the Department of Transport.

The minister said that recent events including the rise of the petrol price by 29 cents in May has the potential of disrupting South Africa's economic growth prospects.

She said the increase in the last two-years of crude oil prices are of concern. "I am concerned about the impact on the ordinary farmer and the impact paraffin price increases have on the poorest of the poor," she explained.

However, South Africans, she said, need to recognise that the low fuel prices experienced in 2009 were as a result of an unprecedented economic downturn and that recent calls for a reduction in fuel taxes are unfortunate given South Africa's transparency around fuel pricing.

"Fuel taxes are still lower than in many of our trading partners and are certainly amongst the lowest in the G-20 countries," the minister added.

She urged South Africans to practice fuel efficiency methods. - BuaNews

Condolences pour in for SABC journalist

Pretoria - South Africans across the country on Monday extended their condolences to the family of SABC journalist Kgomotso Sebetso, who died this morning, following a car crash last night.

Sebetso, 44, was taken to hospital in a serious condition after his car crashed into a truck. He had been visiting his mother in Ga-Rankuwa for Mother's Day.

Media statements and his Facebook friends all described Sebetso - who was part of the SABC team that covers the Presidency and President Jacob Zuma - as an ever smiling, warm and humble spirit who was dedicated to his work.

In a statement, Zuma said he was in great shock over the tragic death of Sebetso who always conducted himself professionally.

"He took his task of imparting information and knowledge to South Africans and beyond very seriously. As the Presidency, we will miss his efficiency and his thoroughness; we will miss his affability as well as his dedication to his country and its people. We extend our deepest condolences to his family and his colleagues at the SABC," read the statement.

The Government Communications and Information System (GCIS) also joined in sending condolences to the Sebetso family, friends and colleagues.

"Sebetso, a senior journalist and a role model to younger journalists, was a profoundly dignified man and a professional. He would be greatly missed and remembered for his dedication and commitment to his work," GCIS CEO and Cabinet spokesperson Jimmy Manyi said.

Similar words were also used by the ANC who said the South African society had lost one of its most dedicated journalists.

Spokesperson Jackson Mthembu said Sebetso will be "remembered for upholding journalistic integrity and ethics during the many years he covered the country's transition from apartheid to constitutional democracy."

Social network Facebook was also a storm. "What a loss. Death has robbed us again, the giant, the son of the soil, the dedicated servant of our people, we will miss your positive contribution, rest in peace," wrote one user wrote. - BuaNews

General Cele promises safe elections

Cape Town - National Police Commissioner Bheki Cele has assured the nation that the upcoming municipal elections in less than two weeks would be free and fair.

Cele made the announcement in Table View outside Cape Town earlier today during an address to the high ranking officers, law enforcement agencies, the Independent Electoral Commission (IEC) and the media among others.

He said police would not be biased towards any political party and would not try to influence the outcome of results.

He told them "to do what you have been trained to do and fear nobody. Don't do what you have been told not to do."

In their preparations, he said that they had worked along with the IEC, highlighting that "up to this point we have been working well (with the Commission)."

He said that some political parties accused them of bias during the elections and called on his officers to "stay away from influencing the outcome."

Western Cape Police Commissioner Arno Lamoer said they would be deploying 10 000 officers in the province's 1 5 00 polling stations.

"The elections will be free and fair... the election will go smoothly without any hiccups," he said.

Lamoer said the army would also be on standby and be called to assist if needed.

Cele reintegrated that police would be tough on dangerous criminals such as those involved in cash heists or bank robberies.

He said that he was disheartened to see young officers dying in the line of duty at the hands of criminals.

Bemoaning the lack of sympathy the media and the general public had towards his officers, Cele said that in the last four months at least 25 officers had been killed, some of them on duty.

In the last two and half weeks, he said they had lost seven officers, four of them being female, two killed by "hard core criminals" and two by their partners. - BuaNews

Zuma to promote tourism


Pretoria - President Jacob Zuma will promote tourism on the sidelines of the World Economic Forum, by signing the United Nations World Tourism Organisation's "Golden Book" on Wednesday, his office said.

It said The Global Leaders for Tourism is a joint United Nations World Tourism Organisation, (UNWTO) and the World Travel and Tourism Council (WTTC) initiative to position travel and tourism higher in the global agenda.

"This joint campaign aims to mobilise recognition and support for the tourism sector from world leaders by demonstrating travel and tourism's crucial role in economic growth, job creation and development," said the Presidency.

In its new growth path, government has identified tourism as one of the six job drivers in South Africa.

The Presidency said Zuma will be accompanied by Tourism Minister Marthinus van Schalkwyk and MECs of Tourism from all the nine provinces. - BuaNews

SA calls for end to terrorism after Bin Laden's death

Pretoria - Reacting to the killing of al-Qaeda leader Osama bin Laden in Pakistan, the South African government took a strong position against terrorism.

In a statement issued on Monday, the International Relations and Cooperation Department called on all countries to co-operate in rooting out terrorism in all its manifestations, while reaffirming its commitment to support peace, security and development in the world.

"South Africa reconfirms the commitment to the system of global governance of multilateralism. Our resolve to support peace, security and development in the world remains. We call upon all countries across the world to cooperate in stemming the demon of terrorism, in all its manifestations, out of global politics," department spokesperson Clayson Monyela said.

The 56-year-old leader of al-Qaeda was shot dead in the early hours of Monday morning when United States navy seals stormed a million dollar compound in Pakistan.

Bin Laden claimed responsibility for the 11 September 2001 attacks in the US that claimed the lives of nearly 3 000 people. He is also believed to be responsible for organising or funding many other attacks, including the 1998 bombing of two US embassies in East Africa, the 1995 bombing of a Saudi security training centre in Riyadh and numerous attacks inside Afghanistan.

After his killing, bin Laden was buried by the US military at sea in accordance with his own religious customs, as no country would accept his remains, a senior US official said Monday.

The burial was conducted aboard aircraft carrier USS Carl Vinson in the North Arabian Sea, the official said on condition of anonymity during a background briefing with media. It took place within 24 hours of the al-Qaida leader's death.

"The body was placed in a weighted bag. A military officer read prepared religious remarks, which were translated into Arabic by a native speaker," he added.

Afterward, bin Laden's body was placed onto a flat board, which was then elevated upward on one side and the body slid off into the sea.

CIA and Defence Department officials are confident it was the body of bin Laden. CIA specialists compared photos of the body with known photos of bin Laden and said with 95-percent certainty it was him, a senior intelligence official said.

In addition, the intelligence official said bin Laden's wife identified him by name while the strike team was still in the compound.

Specialists performed the initial DNA analysis, matching a virtually 100-percent DNA match of the body against the DNA of several of bin Laden's family members.

John Brennan, assistant to the US President for homeland security and counterterrorism, also confirmed in a White House briefing the burial of bin Laden's remains "was done in strict conformance with Islamist precepts and practices."

There has been mixed reaction to bin Laden's death, with some fearing revenge attacks by his followers, while others like UN Secretary-General Ban Ki-moon described it as a "watershed moment" in the fight against the scourge of terrorism.

Ambassador Gerard Araud of France, which holds the rotating UN Security Council presidency this month, read out a presidential statement in which the 15-member panel welcomed the news that bin Laden "will never again be able to perpetrate such acts of terrorism."

The statement urged all countries to remain vigilant and intensify their efforts to defeat terrorism, including by working together to bring to justice the perpetrators, organisers and sponsors of terrorist attacks.

"The Security Council stresses... that terrorism will not be defeated by military force, law enforcement measures and intelligence operations alone, and can only be defeated by a sustained and comprehensive approach involving the active participation and collaboration of all States, and relevant international and regional organisations and civil society to address the conditions conducive to the spread of terrorism and to impede, impair, isolate and incapacitate the terrorist threat." - BuaNews-Xinhua

Factors influencing entrepreneurs’ ability to access finance from banks

Johannesburg; 3 May 2011- The Africa SME banking conference currently taking place at the Sandton Convention Centre hosted by the IFC, a member of the World Bank Group today heard Graham Erasmus, Head of Sales, Channel & Segment Management at Nedbank who gave a talk on the challenges and common factors influencing entrepreneurs’ ability to access finance from banks.

 

“It’s always a daunting task to start any business, with the constant reminder that most businesses fail to access funding from banks due to and amongst other reasons, gaps in business plans, proven viability that an idea can work, inadequate cash flow projections and lack of business skills,” says Erasmus.

 

According to research conducted by an independent company BMI and the competition commission into retail banking, statistics indicate that only 24% of startup businesses are funded through banks while 49% through an entrepreneur’s own savings. Further research illustrates, that the main constraints faced by entrepreneurs when starting a business are related to crime and corruption, fear of business failure, the escalating cost of electricity, access to finance, skills and training.

 

“More importantly, the critical success factor to help enable entrepreneurs succeed is highly dependent on practical and expert advice. While the majority of entrepreneurs attend industry and bank seminars, only a few have a mentor or coach to help them see it through. Training to up skill entrepreneurs through effective management, business planning and financial cash flow provides an opportunity to support small businesses. We welcome government’s focus to meet key national objectives in entrepreneurship growth and job creation to address some of the challenges faced by the SME sector,” states Erasmus.

 

In countries such as Brazil and India where government plays a highly facilitator role, entrepreneurship has become the major driver in those economies. With South Africa recently becoming a member of BRIC, this is set to provide greater market opportunities. Successful entrepreneurship can certainly benefit from collaboration between government, banks and the SME sector. 

 

“For the seventh consecutive year, Nedbank continues to provide free small business seminars across the country, mentorship, business registration, free transactional banking, free financial training for franchisees and an online networking portal aimed at growing the SME sector in South Africa for the much needed growth of our economy,” concluded Erasmus.

Gaddafi's youngest son killed in NATO airstrike

Tripoli - The youngest son of Muammar Gaddafi was killed in a NATO airstrike on a house where the Libyan leader and his family were staying at the time, a government spokesman said on Sunday.

The raid caused the deaths of Saif al-Arab Gaddafi, 29, the youngest son of Gaddafi, and three of Gaddafi's grandchildren, spokesman Mossa Ibrahim told a press conference.

The Libyan leader himself and his wife, who were in the house at the time, were in good health, while some other people were injured in the attack, Ibrahim said.

This was a direct attempt on the Libyan leader's life, a violation of international law which has no legal or political justifications, he said.

After the raid which took place around 8pm local time (1800 GMT) on Saturday, Ibrahim took a group of journalists to the site of the house located in a residential area in western Tripoli.

As a Xinhua correspondent witnessed at the scene, the three-storey building was partially destroyed, with part of the roofs completely caved in, leaving mangled rods of reinforcing steel hanging down among splintered chunks of concrete. The house was left empty with no dead bodies remaining there.

Libyan officials said the house was hit by three missiles. Two of them exploded, the third was seen lying in one of the rooms of the building.

After the airstrike, large numbers of Libyans took to the streets, protesting the NATO strikes against civilians and expressing their support and sympathy for Gaddafi and his family.

Meanwhile, NATO said it did stage airstrikes on Tripoli but would not confirm the Libyan claim about the deaths and the assassination attempt.

"NATO continued its precision strikes against Gaddafi regime military installations in Tripoli overnight, including striking a known command and control building in the Bab al-Azizya neighborhood shortly after 1800 GMT on Saturday evening," NATO said in a statement.

The alliance insisted all its targets are military in nature and linked to Gaddafi's "systematic attacks on the population."

The commander of the NATO operation, Lieutenant General Charles Bouchard, said he was aware of unconfirmed reports that some Gaddafi family members may have been killed and he regretted "all loss of life."

Asserting he would not leave, Gaddafi floated on Saturday a proposal for a cease-fire and negotiations in a televised speech and called on all parties to resort to dialogue only if NATO halts its airstrikes.

"Libya welcomes a cease-fire," Gaddafi said in his speech, adding that "a cease-fire cannot be done unilaterally."

However, Gaddafi made it clear that he will never leave his country and nobody can force him to leave.

"I don't have any function or post. If I were a president, my fate would be like the fates of the presidents of Tunisia and Egypt," Gaddafi said.

He said all parties concerned should follow the truce, and the NATO forces must stop their attacks.

Gaddafi ruled out the possibility that he will quit and leave Libya, which he has been ruling over the past 41 years. - BuaNews-Xinhua
