The Deputy Minister of International Relations and Cooperation (DIRCO), Marius Fransman in his capacity as the Chair of the Southern African Development Community (SADC) Organ Troika and President Jacob Zuma's Special Envoy on Madagascar notes the announcement by former President Mr Marc Ravolamanana of his intention to return to the Republic of Madagascar on 21 January 2012.

In this regard, the Chair of the Troika noting the current contextual challenges relating to the political situation in Madagascar, calls on all the political formations and the political leadership, in particular the President of the High Transition Authority Mr Andry Rajoelina and former President Mr Marc Ravolamanana to exercise political maturity.

We implore upon the leadership to put the interests of the Malagasy nation above party political interests and spare no effort in ensuring that the Roadmap is fully implemented in both letter and spirit.

The SADC Roadmap clearly outlines the critical steps that must be taken in order to return the country to political normalcy. Over the past few months, much progress has been made in this regard. Amongst others, these include; the appointment of the  President of High Transition Authority, the appointment of the Prime Minister of consensus, the formation of an inclusive executive cabinet of Transition, the appointment of the President of Parliament, the ratification of the Roadmap by parliament as well as the return of former President Ratsiraka.

However, noting this progress much more still needs to be done to ensure that Madagascar returns to constitutional normalcy and a democratic dispensation within the frame work of the Roadmap.

Furthermore, the SADC Organ Troika also calls upon all other stakeholders including civil society to fully support and participate in the process.

The Roadmap remains the cornerstone to the restoration of political stability and peaceful resolution of the political crisis facing the country.
